Abstract
The TDP (Telugu Desam Party)–BJP (Bharatiya Janata Party)–JSP (Jana Sena Party) coalition is actively using technology-led development as its signature differentiator to challenge the YSRCP’s welfare-centred political narrative. Following the return of N. Chandrababu Naidu, Andhra Pradesh’s data-centre roadmap has set an ambitious policy target of 200 MW of new capacity by 2029. The proposed Google-Adani AI hub in Visakhapatnam involves a 1-GW facility, requiring approximately $15 billion in capital investment and generating an estimated 1.88 lakh direct and indirect jobs across the state. The project allows the coalition to present Visakhapatnam as a future digital-industrial hub, but its political success will depend on whether promised jobs and infrastructure outweigh fiscal, energy, water, and environmental costs.
Introduction
The return of N. Chandrababu Naidu as Chief Minister following the 2024 Andhra Pradesh (AP) Assembly election marked a major structural shift in the state’s political economy. The winning coalition secured a decisive majority: with the Telugu Desam Party (TDP) holding 135 seats, the Jana Sena Party 21, and the BJP 8, totaling 164 seats, while the incumbent YSRCP was reduced to just 11 seats. This landslide victory has enabled the coalition to pursue its own developmental vision and pivot away from the previous administration’s direct benefit transfers. In their place, the state is advancing an economic model centered on the foundational pillars of infrastructure expansion, private investment courting, and digital transformation across coastal and regional hubs throughout Andhra Pradesh.
Beyond Freebies: How TDP-BJP Is Recalibrating Welfare into Capex
The Andhra Pradesh Global Capability Centres (GCC) Policy 4.0, unveiled in December 2024, establishes a five-year framework to recalibrate the state into a premier technology center. This policy places emphasis on Visakhapatnam, aiming to position it as a global IT hub with co-working spaces, neighborhood workspaces, and specialized innovation institutions. To lure investors, massive financial incentives are offered: developers receive up to 50% in subsidies for eligible expenditure, while companies qualify for employment-linked recruitment assistance. This is disbursed equivalent to six months of “cost to company” (CTC) for specified workers, with extra support for women, SC/ST, Backward Classes, and transgender employees.
Furthermore, the state’s data-centre policy treats facilities as “anchor investments” stimulating demand for substations, fiber connectivity, and construction materials like cement and steel. In October 2025, the government approved a ₹22,002 crore incentive package for Raiden Infotech, featuring a 25% land cost reduction, machinery subsidies capped at ₹2,129 crore, and SGST reimbursements up to ₹3,990 crore. The project also received a ₹1-per-unit power concession for 15 years alongside reduced water tariffs. While promising long-term gains, the government must remain transparent regarding annualized costs, expected tax yields, and non-performance penalties to protect broader public interests.
Parsing Through Vizag’s Tech Capital Bid
Visakhapatnam has always been a strategic choice, poised to become a major port city with an established industrial ecosystem. It aims to offer international connectivity with a lower cost structure than established hubs such as Mumbai, Bengaluru, or Hyderabad. The state’s IT policy highlights the city’s reliable power, high-speed internet, and large talent pool. To capitalize further on these advantages, in October 2025, Google and the Andhra Pradesh government announced a proposed 1-GW hyperscale facility and AI hub through a $15 billion investment planned by 2030.
Vizag’s coastal geography makes it an ideal landing point for submarine cables and an efficient hub for handling international data traffic. Politically, promoting Visakhapatnam as a “data embassy” gives the state a fresh development identity, allowing the coalition to present it as an alternative to mature tech capitals. However, employment estimates vary substantially: Union figures project 5,000–6,000 direct and 20,000–30,000 total jobs, while Minister Lokesh cites 1.88 lakh positions, reflecting a political bid to win restless youth voter trust.
The Employment Pitch
Employment creation has always formed an essential part of party manifestos and serves as a core justification for the current coalition’s digital strategy. Andhra Pradesh produces a large number of science and engineering graduates annually, but many migrate to neighboring states for better career prospects. To address this brain drain and contrast itself with the previous government’s performance, the NDA coalition presents tech infrastructure as the primary mechanism to retain domestic skilled talent, highlighting its electoral commitment of creating 20 lakh jobs. Official statements from IT Minister Lokesh indicate that within seventeen months, the government attracted ₹20 lakh crore in investment commitments capable of generating 16 lakh jobs.
However, modern hyperscale data centres are highly automated facilities requiring relatively few permanent on-site staff once operational. Direct employment is typically restricted to specialized facility engineers, network technicians, security personnel, and facility managers. The vast majority of secondary jobs exist temporarily during construction or within external logistics sectors. Young voters may interpret broad headlines as immediate job vacancies rather than speculative long-term economic projections.
Can AP Afford Its Tech Ambition?
Managing massive digital infrastructure with subsidized incentives while honoring welfare commitments under the “Super Six” promises creates acute fiscal strain. The 2026–27 state budget projects an aggregate outlay of ₹3,32,205 crore, featuring a revenue deficit of ₹22,002 crore and a fiscal deficit of ₹75,868 crore. Capital expenditure has been expanded to an unprecedented ₹53,915 crore to accommodate data parks and related civil projects. Meanwhile, the treasury continues grappling with ₹9.74 lakh crore in inherited public liabilities.
Analytical figures compiled by PRS India highlight the precarious nature of this model. The state is essentially borrowing heavily to subsidize private tech infrastructure, assuming these concessions will stimulate sustained future tax revenues that eventually offset debt costs. However, such returns materialize only if Visakhapatnam can surpass established hubs like Bengaluru or Hyderabad. Should execution falter or regional leadership shift, the state risks carrying an exacerbated debt load without securing envisioned long-term fiscal returns.
Vizag’s Power and Water Paradox
Power demand across Andhra Pradesh is set to rise substantially, with a 1-GW data facility placing an enormous baseline load on the electrical grid. The Central Electricity Authority estimates state power consumption will grow at a 6.90% CAGR over the next decade. Accommodating this demand necessitates major grid upgrades, robust transmission backups, and dependable supply stability. Visakhapatnam MP M. Sribharat acknowledged these operational challenges, noting the state’s ambitious target of adding 50 GW of renewable energy capacity by 2030. Nonetheless, the public requires verifiable power-purchase agreements and transparency to ensure industrial facilities do not cause residential peak-hour disruptions.
Water availability represents an equally acute concern, as hyperscale AI cooling architectures consume millions of liters daily. This has sparked local demonstrations under the activist slogan “We cannot drink DATA,” alongside legal petitions in the Andhra Pradesh High Court regarding aquifer depletion. While officials and MP Sribharat maintain that dedicated non-potable pipelines will prevent shortages, the government must publish clear withdrawal limits, recycling mandates, and independent audits.
Vizag’s Coastline Crunch
Visakhapatnam’s coastal setting provides commercial and defense advantages, but it also introduces serious environmental and urban risks. A 2026 geological survey designated 28.81 kilometers of the city’s coastline as a high-erosion zone. Because data facilities require uninterrupted operational uptime, site selection demands rigorous multi-hazard disaster assessments rather than simple land availability. Simultaneously, mega-project announcements have stimulated speculative real estate activity. Projections suggest planned investments could drive demand for 2.33 crore square feet of housing if 52,000 jobs materialize. However, if direct hiring proves modest, a property bubble could develop, causing inflated land values and living costs without a corresponding increase in local household wages locally.
Is the Data Centre a Vote Magnet or Opposition Fodder?
The data-centre strategy provides the TDP–BJP coalition with an effective political differentiator, associating the administration with private investment and global corporations like Google. This framework establishes a clear dividing line against the YSRCP. The alliance highlights that while the previous regime remained welfare-dependent without advancing long-term industrialization, the TDP–BJP partnership positions itself as the architect of sustainable wealth creation and modernization. This narrative appeals directly to urban professionals, youth, and commercial interests across coastal Andhra.
However, the opposition YSRCP can challenge the equity of granting ₹22,002 crore in corporate concessions amid deep fiscal deficits. By aligning with civil campaigns like “We cannot drink DATA,” the opposition can argue that the coalition prioritizes foreign tech giants while neglecting essential public services and municipal water security. Furthermore, critics may accuse the government of self-glorification and data fabrication regarding actual employment numbers, transforming this flagship policy into fodder.
Conclusion
Andhra Pradesh’s digital strategy establishes an ambitious foundation for tech-led growth, capitalizing on Visakhapatnam’s port infrastructure, skilled talent, fiscal incentives, and hyperscale data centers to rival established hubs. However, committing ₹22,002 crore in incentives amid a ₹75,868 crore fiscal deficit demands strict accountability and transparent performance tracking. Ultimately, the coalition’s political success will be judged by the tangible economic improvements it delivers rather than promotional headlines, ensuring that industrial development actively benefits citizens while safeguarding scarce regional natural resources across Andhra.
